---- submission frequency

Hi guys,

I can always read excellent postings here nearly about everything which helped me a lot to get closer and closer to the victory in this dirty search engine war.
However I'm still confused about submission frequency in general. It seems that everybody uses different ways to submit his pages.
I know that it's not easy to answer. It depends on whether someone is just beginning SEO with his brilliant newborn site or others, like me, who have already a functioning, promoted site, but needing better position and traffic.

So my question is rather for those who can give me advice on how often to submit the domain, pages, hallway pages... etc to the different SEs, e.g. which SE likes what?
I always read: "do not submit one page per SE per day" (just an example...it is also WPG's recommendation as well..). What does it mean?? Do I have to submit pages to SEs continuosly?? Every day? (I know that Google is an exception, but the others...?)

Any help will be welcomed!

greetings
"Yaelede"
