There are still issues with EU law as proving a UK presence may contravene the EU free trade agreements - I think it was this that caused relaxation in some of the other European cctlds.

It is interesting to hear that other countries think that the rules in the UK are too relaxed on the .co.uk - that will be good feedback to give Nominet.
