I'm surprised that they managed to swing the three letter .cat as opposed to the usual two letter ccTLDs when they got ICANN's agreement to offer this as an alternative to .es.

Given this precendent surely Scotland can break free from .uk and offer .scot for registration. Perhaps other cultural minorities with strong identities may push for their own tlds and if they were clever about it they could try to cash in on a "catchy" one like .tv or .to.
