No such thing as pre-registration. It is a con job. Read this:

No. It may just end up a stagnant pool like .info or .biz if it is handled badly. Initially, resellers were not going to be allowed (only registrars could sell .eu domains) though this was clarified.

The local ccTLDs are well established. It may have an initial gain from the novelty factor but the quality of the .eu gTLD may be diluted by squatters.

There is a nice little section in the page below entitled "What to do if I believe the person to whom a .eu name is registered made a speculative or abusive registration"
|My own personal opinion is this TLD will be sought after and so have re sale value above the reg price for the right generics. |
