Why not just use Adwords if you want to advertise a business? If you want to target businesses within one geographical area why not build a directory targetted to that area?
Sure type in traffic for ElboniaPlumber(s).com is very targetted but its right at the end of the tail. And if your going to slice and dice that section of the tail its going to be very slim pickins for most businesses.
