I don't think it will. ICANN have very little control over how the ccTLDs are run. Nominet have their own dispute policies different to ICANN's UDRP, for instance. Nominet's site still says this: In the first place, you should contact your current registration agent and ask them to move your domain name to the new registration agent....
And to answer a question about whether this will
affect .co.uk domain names, I'd say yes, this
will affect ALL domain name extensions.
