The question is in the title.

Let's say the keyword/ phrase I am optimizing for is:

"really cool widgets"

So, if I put together a subdomain
really-cool-widgets.whatever.com

would it help with ranking?

I went to a conference and many people said it did work, and went on to say that it worked even in directories.

I have not found this to be the case. At all.

So, I am looking for a second opinion.
