GG, "I would treat Googlebot just like a regular user". Many don't and haven't been effected. The playing field is not even in this matter. Many very large sites employ techniques that should get them removed but, we know they are still listed.
Trying to define what is acceptable for just one SE(Google) is almost impossible. Google does allow cloaking even if they have stated otherwise.
