I'll chime in with my personal definition, which I think is pretty simple. I think of cloaking as showing different content to a search engine than you would show to a typical user. Google considers that deceptive, and may remove pages/sites that cloak. This has been our policy forever, and is in our webmaster guidelines. Plenty of people have said similar or identical things lately. Alan Perkins wrote a good piece recently about this, for example. I would treat Googlebot just like a regular user.
