What you are referring to is called geolocation based cloaking, and it is "OK" with Google (and I'm assuming other search engines) if you use it. You can get the IP address of the visitor from the headers of the HTTP request and then look it up in a geolocation database to determine the country of origin and then serve different content based on that.
