You can check for redirects by using the LiveHTTPHeaders extension [livehttpheaders.mozdev.org] for Firefox.

You can check for cloaking by looking for a cache of the page in a search engine. If a cache exists, look at it to see if it is the same as the page you see when you visit the URL.

Unfortunately, Pagerank and link valuations aren't my area of expertise ;)
