Use the Qwest customer use SMTP server for outgoing emails ('Dial-in Numbers' link on their help page). Most likely your IP is coming from a pool of IP's marked as customer use (labeled 'dialup' by some).

The only other workaround would be to get a business account from them with an IP address that isn't in an end user range.
