I am running windows 7.
Installed WAMP.
Pretty sure everything is set up ok.
I can access the host within my own network at the following locations without a problem.

http://192.168.0.195:8080
http://kal-el.sytes.net:8080 - Set this up using No-Ip.com

I cannot hit this from an outside browser. Can anyone please help me. I have opened port 8080 on my router through port forwarding and my firewall on that machine using a incoming rule under TCP IP >advanced.
