Adding JavaScript to the homepage of the site seems strange to me because the JavaScript code is executed on the client computer, not on the server. Most site monitor systems I know do a periodic HTTP or HTTPS request for a URL, sometimes the homepage, sometimes the robots.txt file without the need to change or add anything on the side of the website.
