It's possible that Nokia doesn't support WML (WAP 1.0), instead supporting the newer xhtml+xml-MP (mobile profile) WAP 2.0 markup. Also, WML is a markup language, so it's not clear what you mean by saying "compile and run a WML program" here. Typically, programs that run on WAP 2.0 mobile devices are written in Java.

On the other hand, I've been concentrating on WAP 2.0, and haven't spent much time on WAP 1.0 or cHTML, so maybe this answer won't be useful. However, more detail about what you're trying to accomplish might get you a better response.
