Well, unless you are running your own network, with your own DNS servers, and routers, and such, and demonstrate a need for that many addresses you won't get them directly from ARIN. The usual way for most people to get IP's is through a hosting account with an ISP. If you are looking for a whole class "C" that might be a little tough. Even paying for a server or two may not get you that many.
