I've never tried to save a Quark document as a web page, only an image. Quark has a feature under the file menu that may help save as an image. Under the file menu, click "Save as EPS."

After it saves, open it up in Photoshop or other similar editing program. Your file resolution will be 300 dpi. You can modify it from there any way you like.
