I would talk to PayPay (and make sure you talk via phone, not email). For all the flack PayPal gets, for their business customers I've always had very positive experience with their customer service. We had a large withdraw that I suspected was going to get flagged so I talked with PayPal rep and they confirmed my suspicion that it likely would get flagged and made sure it wouldn't.
There's certain flags that get triggered by PayPal. If you talk to them they may be able to make sure your account doesn't get flagged for them or at the very least let you know exactly what is getting flagged so you can possibly work around it.
