The only way to legitimately overturn a supreme court ruling is:
1. The Supreme Court reverses itself. The Supreme Court has shown no interest in this issue. Future courts typically follow prior decisions. This is known as stare decisis. This allows citizens and business owners to make decisions based on the assumption that what has been decided will continue in the future.

2. Congress can pass a bill that is then passed by 3/4 of the states legislatures. An amendment is then added to the constitution. The last time this happened was 1971 when the voting age in all states was set at 18.
