My experience is that a lot of the low end shopping carts are extremely inflexible. Zen Cart, which was supposed to be better than oscommerce, had a really restrictive fundamental design. However, maybe that has all changed in the last year. My point is that if you want your site/cart to do anything that is not plain vanilla you may want to consider rolling your own. Otherwise, I would go with a nice open source cart.
