I use the new CC version 4+ on a few clients sites (the new CC is not coming free :) but it is a totally revised system, way above the CC3.
It does a good job and passed with flying colors a tough security audit.
It was listed as number one system by an e-comm magazine
NO I do not work for them!
But I like it for I am able to tweak the scripts to my needs, I Am not speaking about CSS but PHP.

There always have been around a few very good CC developers, have you tried to ask a few of those guys for an estimate
Think about it for the system is quite robust.
