I'll clarify my original point: Call the card holder. If you don't have the card holder's phone number-get it. If you can't get it, cancel the order and notify the customer of the cancellation.
There is very little benefit to calling the thief. There is great benefit in calling the actual card holder, as they will be able to verify that they placed the order.
