"Utility" links would be the ones you always expect to find on every site: Privacy Policy, Terms of Use, Contact Us, etc.

Also, the group that Tedster mentioned (CONTACT - ABOUT - WELCOME - WHO WE ARE - INTRO - LOCATIONS) could all go under one link titled "Company" or "Organization," or "All About Us", or anything along those lines.
