For Spanish just use the normal West European character set ISO-8859-1. The few special Spanish characters are part of it. In the absence of a Spanish keyboard, you would have to type e.g. Alt+164 to get the "ņ" in "Espaņa". Any decent editing program will support that by letting you choose from a palette of special characters. But presumably, you will let a professional translator do the job for you, and such a person would use a Spanish keyboard in the first place anyway.
