There goes ACCESSIBILITY! Blam!

I can relate to the dilemma, but each "fix" (pop-ups, sniff-n'-serve pages, etc.) only detracts from the real purpose of a site: communication of information.

If the sole purpose is simply to show a "picture" of a pretty brochure, well...

Webmasters get into trouble when attempting exact recreations of printed brochures in HTML format, unless, they first realise, the are WORKING in HTML format.

It really takes very little effort to convey the STYLE and FEEL of supporting printed material, WHILE adhering to sound HTML, Usability and Accessibility principles.

Following the above principles, the results should in fact, be superior to ANY printed material(s) since user interaction can be enhanced.
