Nope CSE can easily be configured to only return results of site(s) you want (either just one, or a set, or all of the Internet).

I reread the terms: all you need to allow are ads (but you earn money through adsense if you link it. To get rid of the ads, you need the paying version (which allows more: XML feeds, no google logos etc)
