Page is a not externally linkable

well i work in my comp at 1920 x 1080... but when i open the page in other place thats 1024 x 768 or 1280 x 1024 it looks ugly and so big can i fix that?
im just started making that page, this part is just the "language select" i would like to fit to any screen, thanks
