Uhm, yeah, I can. In these Forums I have to set the encoding manually to UTF-8. But that's -- cough, cough -- the page's fault for not including a "charset" declaration. The OP's page does.

“proper quotes”

Depends on the server encoding.

If internal page content depended on the server encoding, nobody would ever be able to use unencoded characters beyond the ASCII range. Which would make pages in non-European languages a bit of a problem. You do need to stick to 7-bit ascii in links (even though neither the validator nor the link checker cares).
