Mmmm interesting - yet from your reference, I still assume that a header replacement falls into the article's reason for using CSS. Moreover, as it is an anchor, I would expect the image to change illustrating the roll-over to the visitor - which would then require a CSS sprite too...i.e. more grist for the CSS mill within the arguments of the article.
