A couple of points...

Open to criticism here but I may be inclined to use:
<div id="headline"><a href="#">The National Lottery headline</a></div>
...with the image as a CSS background. I suspect link text is more important than img alt content.
I am also not too comfortable with using dual classes. Older browsers don't support them, so I personally avoid doing that.
Here's a headache-saving second-level reset:
I find it keeps my css lighter too. Does anyone know if this puts and unnecessary overhead on the processing of the css at the browser end?
