Sounds like you need a database driven site.
This will mean you can add news items to the database, you can then show the topics on your page, and also show the 2 latest news topics.
This will need more than just html, JavaScript and CSS, you'll need some server scripting such as PHP, ASP, ASP.net, perl etc etc
