It's interesting that everyone on that link seems to think this is good idea but it seems bonkers to me. Instead of version numbers, in practice, dates will have to be used - precisely how is that an advance?

The purpose of version numbers is more or less the same as standards themselves - to provide a target for developers to work to. Without version numbers, website developers will have to check browser feature lists and without version numbers, how will the inclusion of new features into HTML be publicised?

My vote is that this is idealistic claptrap.
