I'm stuck with the old version of HTML-Kit. So old it looks like it was written for '95, and lacks many features now thought of as "standard". But it was highly customisable, with the ability to script your own plug-ins as well. Mine is so personalised that nothing compares for efficiency now.
The "word" on HTML-Tools (the latest version) is the same, which is also portable, as well as having many more of the "expected" sort of features you have listed already built-in.
