EditPlus3 with its choice of saving files with either PC or Unix style line endings, the ability to use Regular Expressions in find and replace operations, and its many cleanup operations like 'convert tabs to spaces' and 'trim trailing spaces' etc.

I used to be a fan of WinMerge for comparing different versions files, but SVN diff as a part of the Tortoise SVN suite is way better at diff highlighting.
