I try to stick to 40k for the entire page.... this lets me average download time at 10 - 20 seconds. I don't always succeed in leveling off at 40k, but if gives me a benchmark to aim for on every page in order to optimise the users experience.

I hate flash based sites from a useability and accessibility point of view - but when there is flash needed, I make use that it's of the streaming variety!
