The last I knew the search engines were interested in content and mark up isn't content and in the case of Google link text which again isn't markup.

As for Alexa's load times what can I say someone has to be at the slow end.

Now css is interesting however the way it frequently gets used these days it contributes to bloat. Add a bit of javascript and you can even bring a high end system to its knees.
