I don't have an example to test but, if its similar to the AP Bug (AP = Absolute Positioning), if you position your cursor anywhere within a block level element and Ctrl + Click, you may be able to select individual block level elements instead of "all".
You know, I've been searching WebmasterWorld since this topic started and I'm surprised at just how many topics I participated in about the Base Element. Here's another one from 2002 that deals with external file references and ends up with a question from me about using the Base Element. There were no replies after that question. ;)
Using relative paths (../../) just adds a level of complexity that will confuse some people. No, it has finally clicked for me after participating in this topic but, I still won't use the Base Element outside of production or where absolutely necessary like framesets.
Maybe someone can convince me otherwise but I don't see where its use would assist me in my site management process.
