I also found K-Meleon very webmaster friendly- I downloaded it for it's small size but now I can disable pop ups and have almost complete control over cookies and off site images. It has very good support for CSS and does seem to load html/text very quickly (although I think it's a little on the slow side with loading images). The only major gripe I have with it is I can't seem to make K-Meleon the default browser.
