This is probably something MS will use in the future perhaps for IE plugins. So long as the programs it lists do not need IE7 you are fine to remove them.

IE7 B3 seems a fair bit faster than IE7 B2 but that might just be my imagination. It also seems be better handling my RSS subscriptions.
