Doubt it - nearly all robots id as IE6 if they don't have their own ID these days. This is a council site so the spectrum of users is going to be apretty wide section of the public (not just tech-savvy ones) and I expect that there's still a few stragglers who haven't upgraded their PCs for 8 years. If they can still write documents and occasionally email their council or check when to put their bins out then why upgrade? Well, of course you and I know why to upgrade, but that's a different story.

As for Opera, they just haven't caught the public consciousness. Even Firefox is only averaging around 6-7% on this site.
