It's because for a developer not versed in CSS, by default a paragraph gives an unwanted space ABOVE as well as below. So they use line breaks to just get the space below.

You have a very valid point. And, I'll add one more to that. Ever watch someone work in WYSIWYG mode who doesn't understand what the program is doing? Yikes, there are <br>s all over the place. ;)
