This doesn't have to be as complex as it might seem. Use the model that's been successful for 50 years, the yellow pages. Yellow pages have a conversion rate of greater than 80 percent, Why? Because the user initiates the search and can usually find what they are looking for. Using the yellow pages a model is a good start, then use your imagination to go from there.
The Internet allows you to make it easier and faster than any printed material, so you should be able to take advantage of it.
