The majority seem to be 2nd Tier driven with absolutely no desire to show any form of reality.

There are a couple of new ones starting to float around that show some promise.

One I saw in Revenue Mag was AffiliatePrograms.com , they charge for listings, not cheap either, so while it may not be biased towards 2nd Tier offers it won't be comprehensive and no doubt will end up with some form of bias towards those that pay more to appear more, but that sure beats those crappy 2nd Tier focused directories.
