Find a leads-based program. It's far easier to get someone to enter some information than it is to get them to use their credit card. One program I promote only pays $2.50 per lead, but with the right keywords I've been able to create a lot of volume.

Also, I suggest finding something simple that doesn't require you to create a lot of content. Just emphasize the important points about the merchant's product or service, add a relevant picture or two, include a great headline and a well-designed call to action button, and send the customer on to the merchant. No need to keep them on your site longer than you have to. Once they click through to the merchant, you've done your job.
