Are you looking to test out the cj network, or to test out whether your program will be successful if you go the affiliate route. If you are doing this because of the latter, I'd say hand recruit a few affiliates that you think could sell for you, and see what happens. If they are successful, then it would be time to decide whether to run a program in-house, or whether to use a 3rd party like cj.
