I wouldn't read too much into the "35-60% of sales" comment. This is a mainstream media report after all, it probably wouldn't occur to CNN that it could have several meanings.

Rather than a % of eBay's commission when a click leads to a sale (or presumably a winning auction bid), 'sale' could mean the act of clicking an ad. So if eBay charges sellers on a per click basis to participate, a sale would be a click and the 35%-60% would be a percentage of the revenue eBay receives for the click. Just a thought...

Otherwise, publishers will get about the same amount for a 'sale' on eBay as a click on G or Y. What would be the point of that?
