Certainly a Google or Microsoft could do ASK.com "Powered by Google" or "Powered by Bing" and increase their market share and run it on their own hardware and bandwidth. a 4% increase in traffic for Google or Microsfot probably won't change their hardware on manpower needs so that could effectively monetize that traffic better.
