I really can't see either why or how. Maybe I'm being naive but the methods of indentifying such sites should use trusted sources and out of the direct control of the webmaster.

I can't see any conflict between the aims of the SE with the aims of the webmaster in this case.Its almost like the UK Yellow Pages not telling you how to get an entry in your cities book.
