There is absolutely no penalty associated with submitting urls to the Paid Inclusion program. There is literally no connection between our list of Paid Inclusion urls and the list, or rules, that the spider follows during its regular (unpaid) crawls. It is in our best interest to grow the index to include good content. If we find your unpaid urls and determine that they have good content, it is likely that they will be included. That said, any number of factors can cause us to determine that it will not benefit the index to include them, however your PI submission is not one of those factors.
