I have been around this forum a long time, but since I mostly work with Coldfusion now, I don't often return. There are a few CF forums I follow that are average, but would much rather post CF topics on WebmasterWorld.

So legster, I have an idea for you. Others are average, which wouldn't be the case with discussions here, but it really doesn't take having a dedicated forum to get things rolling.

There were some great CSS discussion here in the HTML/Browsers forum, well before there was a dedicated CSS forum. As the demand for the topic grew, the need for a separate forum became evident.

So my suggestion for you is that you pick the forum that's closest and most appropriate to the topic, and start some good discussions - and optimize the thread titles and descriptions. ;) If you think questions won't get answered, then do up a simple tutorial or two that would be helpful. Then, people who use ColdFusion can find the threads at the search engines, and the level of interest and CF userbase might just grow.
